Quien Tiene los cigarros = Who has the cigarettes?

Or! If the right word is POPUSA.
I believe a POPUSA is some kind of EMPANADA in El Salvador which translated in slang or spanglish may be a bad word OR a Quesadilla type of meal...
Now I'm lost!

and I have no clue what paousa is

RE. Papousa...
I can find 3 possibilities for Papousa.
1) A baby.
2) A meat patty/pasty type thing.
3) Papousa Wrap... A warm flour tortilla filled with your choice of... (goes on to list chicken, beef strips etc)

"Que tiene" ?
I have used it with this meaning, "What's up with you/that?"
